GPT's "new preferred alternative" terminal design includes significant changes that require a new application and the opportunity for public comment on the EIS scoping process. Shipping issues, which directly impact our economy and environment in the San Juan Islands, are not "indirect" with regard to GPT's revised site plan, which includes an immediate build-out to full capacity and maximum numbers of vessels instead of the previous phased development plan. The kinds of changes proposed ought not be approved without adequate commenting and scoping. We, as citizens directly impacted, must have a voice in the process.
